The proposed development will consist of the demolition of the Former Europa Garage buildings on site and the construction of a residential development of 2-4 storeys in height over 3 blocks.
Overall, the residential scheme shall provide for 51 no. residential units: 42 no. apartment units and 9 no. houses. The apartment units will consist of 11 no. 1-bed units (c.46-69sq.m) and 31 no. 2-bed units (c.77-100sq.m) all with associated private balconies/terraces to the north/south/east/west elevations; and the 9 no. houses will be c.109-123sq.m with associated private terraces/rear garden areas to the south/west.
Block A (4 storeys) shall provide for 39 no. apartment units; Block B (2-3storeys) shall comprise of 3 no. apartments and 1 no. house; and Block C (2-2.5storeys) shall provide for a terraced block of 8 no. houses. Basement level shall provide for 67 no. car parking spaces; 50 no. bicycle spaces; 3 no. motorcycle spaces; plant areas; CHP boiler room; bin storage area; bin hoist; and surface water attenuation tank.
The development proposal shall also provide for c.1925sq.m of communal open space including play area; basement ramp adjacent to vehicular access off Newtown Avenue to north; new pedestrian accesses off Newtown Avenue to north/east; 4 no. visitor car parking spaces and 22 no. bicycle parking spaces at grade; bin holding area; ESB substation and metering rooms; amendments to existing western and southern site boundary walls; closing up of an existing vehicular entrance to the south-east off Newtown Avenue.
The site is situated on the corner of Newtown Avenue within the urban context of Blackrock village. The village centre is located 450m to the north-west. The site is located within a 5 minute walk (450m) of Seapoint DART Station to the north east and a 10 minute walk (800m) of Blackrock DART Station to the north-west.
A Quality Bus Corridor is proposed along the Frascati Road and Temple Hill to the immediate south of the site. There are strong road transport links to Dun Laoghaire and to the Stillorgan Road (N31 and N11) and the M50 via the R113 Newtownpark Avenue. Dublin Bus operates several bus routes serving stops within an 800m (10 minute) walk of the development site, with stops along Newtown Avenue.
